Working for foreign clients from Paraguay: the income-source question
An overseas payer does not by itself make a service foreign-source. Establish where the work is performed before relying on a tax claim.

A foreign client, a foreign bank account and a foreign company are different facts. None should be used alone to conclude that work performed from Paraguay is outside personal income tax. Start with the activity and where it takes place.
What the official guidance distinguishes
Law 6380/2019, Article 48 (Spanish) defines Paraguayan-source income for IRP. Work carried out in Paraguay can fall within that rule even when the customer and payment account are overseas. Article 48 also includes certain services performed abroad for Paraguayan IRE or IRP taxpayers, so location alone does not answer every case.
DNIT’s consultation on services performed abroad distinguishes the portion of work performed outside Paraguay from services performed in Paraguay for a client abroad. A consultation concerns its stated facts; applying it to another arrangement requires checking that arrangement.
| Fact | What to establish |
|---|---|
| The customer is abroad | Where you actually perform the work |
| Payment arrives in a foreign account | The nature and source of the underlying income |
| You own an overseas company | Your personal activity, the company’s activity and the separate obligations of each |
| You hold a residence permit | Your tax position in Paraguay and any continuing obligations elsewhere |
Prepare the information for an assessment
For a first assessment, list the services you supply, the countries where you work, contractual parties and payment flows. Note where your work takes place and any changes during the year. Keep contracts and supporting records for the professional who assesses the facts; do not send a full financial file through an initial enquiry form.
DNIT’s IRP overview identifies separate treatment for personal services and capital income. A conclusion about consulting income does not establish the treatment of dividends, disposals or another business activity. This article does not classify crypto transactions: those require their own analysis.
Ask for conclusions you can act on
Ask the tax professional to identify which activity is taxable, what registrations or reporting apply, and what evidence supports the conclusion. A different country may retain taxing rights or reporting obligations. A residence permit alone does not settle that question.
