How does Paraguay tax foreign-source income?
Paraguay applies a territorial approach: personal income tax (IRP) covers Paraguayan-source income. Foreign-source income falls outside its scope. A payment from abroad for work performed in Paraguay does not, by itself, make that income foreign-sourced.
- IRP rates: personal services — 8%, 9% and 10%; capital income and gains within IRP — 8%.
- Business income tax: the standard IRE rate is 10%.
- Residence and documents: temporary residence is granted for up to 2 years and gives access to the Cédula de Identidad application.

REAL ADVANTAGES
Tax system
Paraguay generally taxes income connected with Paraguayan sources. The source is determined by law, not simply by the location of the payer or bank account.
Rates and obligations differ for business, personal services and capital income. Residence permission does not by itself establish tax residency or end obligations elsewhere. We review the implications with local tax advisers.
Temporary and permanent residence
Choose a residence route based on your circumstances and long-term plans.
Under the general migration regime, temporary residence may be granted for up to two years and is a prior step toward permanent residence. The application involves identity and civil-status documents, background checks and other requirements set by the migration authority.
Permanent residence is a separate application and requires evidence of financial means. An approved residence status provides access to the Paraguayan identity-card procedure; the card is issued by the relevant authority.

The client typically provides original documents with an apostille independently. Assistance in obtaining documents in the country of origin is an additional, optional service that can be included in the package upon the client’s request.
