Argentina, Paraguay or Uruguay: residency compared
Compare three destinations by your goals, residence route and tax framework. Your lifestyle, sources of income and family plans shape the right choice.
On smaller screens, scroll the table horizontally.
| Key consideration | Argentina | Paraguay | Uruguay |
|---|---|---|---|
| Strategic purpose | A second home and a path toward citizenship | Residency, a long-term base and territorial taxation | Family relocation and tax-residency planning |
| Residence route | Rentista — income from assets abroad | Temporary residence under Law 6984/2022 | Permanent residence with documented means of support |
| Income and financial preparation | Rentista requires at least 5 SMVM per month; salary and payment for personal work do not qualify | The standard temporary-residence procedure does not require a major investment | Documented means of support: employment, a pension, income from assets or other accepted sources |
| Tax framework | Tax residents are taxed on Argentine and foreign-source income | Personal income tax (IRP) covers Paraguayan-source income; a foreign payer alone does not determine the source | A special regime for qualifying foreign capital income is available to new tax residents from 2026 |
| Term or key condition | Rentista residence is issued for 1 year and can be renewed | Temporary residence lasts up to 2 years; permanent residence requires a separate application | The tax holiday covers the year of becoming tax resident and 10 further tax years, subject to eligibility |
| Identity document | DNI for foreign residents | Cédula de Identidad | Cédula de Identidad |
SMVM is Argentina’s minimum wage; the income threshold changes with it. Immigration residence, tax residency and identity documents follow separate rules.

Many of our clients do not want to react only when the situation changes.

WHAT MAKES US DIFFERENT
THE ROLE OF A CONCIERGE
The role of Latin Privilege Advisory is to coordinate and oversee the entire process. We provide:
- a single dedicated point of contact throughout the process,
- a logical process structure,
- checklists tailored to the country and the client’s situation,
- coordination with local lawyers,
- document verification before submission,
- ongoing monitoring.

FAMILIES AND EDUCATION
In the case of relocation with children, education planning is a part of the strategy, not an add-on.
We support clients in:
- selecting public, private, and international schools,
- understanding local admission requirements,
- aligning the education timeline with the residency process.
The possibility of enrolling a child in school before obtaining a local ID depends on the country and the type of school.
Each case is assessed individually.

TAX APPROACH
We design arrangements that are:
- compliant with local law,
- sustainable over time,
- suited to the client’s income structure.
We work with local tax advisors in each country.
The goal is stability and predictability, not aggressive optimization.

Residency and tax planning: your questions
When can you apply for Argentine citizenship?
The general residence period for a naturalization application is two years. Appellate decisions in June 2026 affirmed the judicial route. Applications require evidence of residence and ties to Argentina; two years is the point for applying, rather than a passport delivery deadline.

How much income does Argentina’s Rentista route require?
Applicants must document regular income from assets abroad of at least five minimum wages (SMVM) per month. Eligible sources include property, financial instruments and company holdings. Salary and payment for personal work do not qualify. The foreign-currency equivalent changes with SMVM and the exchange rate.

Does Paraguay tax foreign-source income?
IRP covers Paraguayan-source income; foreign-source income is outside its scope. The place of activity and nature of the transaction matter: an overseas client alone does not make service income foreign-sourced.
Official sources: DNIT · IRP.
Can temporary residents obtain a Paraguayan Cédula de Identidad?
Yes. Approved temporary residence gives access to the Cédula de Identidad procedure at the Departamento de Identificaciones. The identity card requires a separate application. Its validity follows the temporary-residence term, which can be up to two years.

How long does Uruguay’s tax holiday last?
For people becoming tax resident from 2026, the regime covers qualifying foreign capital income in the year of becoming tax resident and the following ten tax years. Physical-presence or investment conditions and prior tax-residence requirements must be met.
Official sources: IMPO · Ley 20.446, art. 648.
Are immigration residence and tax residency the same?
No. Immigration residence determines the right to live in a country, while tax residency determines the applicable tax treatment. Planning considers physical presence, personal and economic ties, income sources and relevant tax treaties. Both questions are assessed before relocation.
